An architect and urban planner, he is director of the Territorial Planning Programme of the Generalitat (Government) of Catalonia. He was director of the Office of Urban Planning Studies of the Barcelona City Council until 2004, director of Urban Planning Services of the Barcelona Metropolitan Corporation (1983 – 1988), and was a co-drafter of the General Metropolitan Plan of Barcelona (1974 -1976). He has taught in several post-graduate courses on urban planning and among his published works are L’ordenació urbanística: concepts, eines i pràctiques (Urban Planning Regulation: Concepts, Tools and Practice – Diputació de Barcelona, 2007) and El projecte urbanístic (The Urban Planning Project – Aula Barcelona, 1999).
